Eligibility Guidelines
If you purchased or leased an eligible vehicle in that time range, you still have up to six months after the date of that purchase or lease to apply for a rebate. However, you will be placed on a waiting list to be paid once DEQ receives funding in early spring 2025.
Applicant Eligibility
Applicants must meet the following eligibility criteria to participate in the Program. All applicant eligibility requirements can be found in the OCVRP Implementation Manual. Eligibility requirements differ depending on which rebate you apply for.
Rebate availability is dependent on program funding.
Standard Rebate
Oregon Residents
The Standard Rebate provides up to $2,500 toward the purchase or lease of new, eligible electric vehicles. Standard Rebate applicants must:
- Be an Oregon resident
- Purchase or lease an eligible vehicle or zero-emission motorcycle. Original leases must be for a minimum of 24 months.
- Register the vehicle in Oregon and retain registration for at least 24 months.
- Apply for the Standard Rebate at the point of sale at a participating dealership or submit a post-purchase rebate application within six (6) months of the purchase or lease date.
Organizations
Businesses, nonprofits, and Oregon State government municipal agencies can apply for a Standard Rebate for up to 10 vehicles per calendar year. To qualify for the Standard Rebate, you must:
- Be based in Oregon or have an Oregon-based affiliate at the time the eligible vehicle is purchased or leased.
- Purchase or lease a new eligible electric vehicle.
- Register the vehicle in Oregon and retain registration for at least 24 months.
- Submit your rebate application within six (6) months after the purchase or lease date. Standard Rebates are not offered at the point of sale for business, nonprofits and government agencies.
- Submit annual usage data (eVMT) to DEQ for two (2) years.
Charge Ahead
The Charge Ahead Rebate provides low- to moderate-income households and low-income service providers up to $7,500 towards the purchase or lease of eligible new or used vehicles. Charge Ahead Rebate applicants must:
- Be an Oregon resident, who resides in a low- or moderate-income household. Applicants must have a household income that is less than 400% of the federal poverty guidelines.
- Be a low-income service provider that provides health, dental, social, financial, energy conservation or other assistive services to low- or moderate-income households in Oregon and is registered as a 501(c)(3).
- Purchase or lease an eligible new or used vehicle from a dealer. No person-to-person sales are eligible.
- Register the vehicle in Oregon and retain registration for at least 24 months.
- Obtain a Charge Ahead Prequalification Voucher through DEQ's online application form if you are an Oregon resident looking to purchase or lease a new, eligible vehicle directly at a dealership
- Provide a Prequalification Voucher to receive the rebate at the point-of-sale at a participating dealership (Oregon residents only), or apply for a post-purchase rebate application within six (6) months of the purchase or lease date.
- Complete and pass income verification. You must provide proof of participation in an eligible public assistance program at the time the vehicle was purchased or leased or provide a completed Household Summary Form and 4506-C Form for each member of your household at the time of vehicle purchase or lease. If you are claimed as a dependent on someone else’s tax return, you are not eligible for this rebate. If you have not filed your taxes for the year your vehicle was purchased or leased, additional financial documentation may be necessary. For Oregon residents that are planning to use the rebate at the dealership, you must first get prequalified through DEQ's Charge Ahead Prequalification online application form.
Eligible public assistance programs include:
- Oregon Health Plan/Medicaid
- SNAP: Acceptance Letter
- Temporary Assistance for Needy Families (TANF)
- Free and Reduced-Price Lunch
- HUD Housing Choice Voucher
- LIHEAP (home energy assistance)
- Employment-related daycare
- Women, Infants and Children (WIC)
- Trimet reduced fare program for low-income rider
- Individual Development Account (IDA) holder
For the purpose of OCVRP, a household is defined as an individual living alone, a family with or without children or a group of individuals who are living together as one economic unit. Household income is your adjusted gross income (AGI) on your federal Tax Return Transcript.

Vehicle Eligibility Requirements
To qualify for the Program, your vehicle must be an eligible vehicle at the time of your purchase or lease.
Standard Rebate
Vehicles must meet all eligibility requirements that include, but are not limited to:
- Be on the Standard Rebate Eligible Vehicles List.
- Be a new eligible vehicle (see OCVRP Terms and Conditions) as indicated on the purchase or lease agreement.
- Be purchased through a licensed vehicle dealer or an original equipment manufacturer (OEM) that does not have licensed dealerships in the state of Oregon. No person-to-person sales are eligible. No aftermarket conversions are eligible.
- Have a base manufacturer suggested retail price (MSRP) of $50,000 or less.
Charge Ahead Rebate
New and used vehicles are eligible for Charge Ahead. Vehicles must meet all eligibility requirements that include, but are not limited to:
- Be on the Charge Ahead Rebate Eligible Vehicle List.
- Used vehicles must have met eligibility requirements for the Standard Rebate at time of vehicle manufacture.
- Be purchased through a licensed vehicle dealer or an original equipment manufacturer (OEM) that does not have licensed dealerships in the state of Oregon. No person-to-person sales are eligible.
- Have an original base manufacturer suggested retail price (MSRP) of $50,000 or less.
- Zero-emission motorcycles are not eligible for a Charge Ahead Rebate.
